The ultimate delivery system for herbs is in liquid format - i.e. tinctures. They are usually steeped in alcohol and sometimes in distilled water and alcohol. If you can't take alcohol, put it in tea or water that is hot enough to steam but NOT boiling, and the alcohol will evaporate in the steam.
